5.5x8.5
This is an 8.5x11 sheet folded in half to make a 4 page brochure. 2 sheets create an 8 page brochure. These sheets will be saddle stitched (stapled on the crease) to hold pages together.

8.5x11
This can either be individual 8.5x11 sheets or folded 11x17 sheets. The 8.5x11 sheets can be stapled together or punched and bound. When wire bound, it is easy to exchange pages or add new ones to the existing brochure. A single 11x17 sheet olds in half to make a 4 page brochure. 2 make 8 pages, 3 make 12, etc.

11x17
Not very common, though large and impressive, 11x17 brochures are typically wire bound.

Note: It is very important that you print out and make a working mock-up of your page layout and design.
